Well, it's taken a bit of time to figure out, but I got it... I'll have to revise this list when I have to reformat and do it all again... and by then, it will probably be totally different... but here's what I did.

1. Enabled the ATI driver (using the Restricted Drivers Manager)
2. Removed all compiz-related packages
3. Re-installed all compiz and compiz-fusioh packages
4. Installed the emerald packages
5. System > Preferences > Appearances > advanced
5.1 selected "Custom"
6. Watched as it threw me some BS error about composite being disabled
7. Did a complete package update
8. Edited the part at the end of the xorg.conf from "composite" "0" to "composite" "1"
9. Restarted

10. Tried to select "Custom" again. Watched it tell me that "Desktop effects could not be enabled"
10.1 consulted the googles, found out that I needed to install XGL.
119. Installed XGL and restarted once more.

Worked like a charm.

Soo, to summarize:

1. Install the driver for your video card
2. If you have taken any 3rd party compiz packages, remove them then install the official ones
3. Install the emerald packages (not sure if actually needed)
4. Install the XGL package
5. Reboot
6. Try to select "custom" from System > Preferences > Appearance > Advanced
6.1 If it fails, edit /etc/X11/xorg.conf and scroll down to near the bottom of the list, and set "composite" "0" to "composite" "1"

I should mention that this was done on a Dell Inspiron 1501 laptop, and it was really easy to do once I googled for a lifetime and a half. lol.
